Caltrans has submitted the Surfers’ Beach Adaptation Concepts Plan. Caltrans submitted this document in November 2025 to fulfill requirements of the California Coastal Commission when the emergency armoring permit was granted to prevent damage to Highway 1 in the Surfers Beach area, in 2015. These are not plans, but rather possible solutions to long term erosion and flooding of Highway 1 in this area.
