Moss Beach Park Update from Don Horsley

Friends,

We did it!  Last week, the Board of Supervisors voted unanimously to accept ownership of the Moss Beach Park and incorporate it into the County Parks Department.  Your emails, letters and testimonies played an important role in this outcome.

Now that the Moss Beach Park is part of the San Mateo County Parks Department, you will see an increase in activity in the coming months.  You will see Park Rangers cleaning the property, out-of-date and unsafe equipment being replaced, and the installation of the long awaited restroom.  The community worked hard to transform this once bare lot with limited recreation equipment into the community center it is today.  The County looks forward to continuing that mission on the community’s behalf. 

As I continue to advocate for the changes mentioned above, I want to know what the community sees as priorities for the park.  To do this, I am calling on the community to establish the Friends of Moss Beach Park.  The Friends of Moss Beach Park will advise the County on park needs, maintenance issues and potential improvements.  This park can only remain a vital community asset if community members stay involved.  Can I count on you?

CCC authorizes new MWSD water connections

At their December meeting the California Coastal Commission (CCC) approved Montara Water & Sanitary District’s (MWSD) Public Works Plan amendment, thus removing the restriction of no new water system connections in Montara and Moss Beach.  The decades-long moratorium on new connections that MWSD inherited when they acquired the water system in 2003 is now finally over.  MWSD press releaseCCC staff report.

HMB General Plan Advisory Committee

Half Moon Bay is embarking on a multi-year planning project to update their General Plan, Local Coastal Land Use Plan, and Zoning Code.  To prepare the updated plans, the City hired the consulting firm Dyett & Bhatia, the same firm currently doing the County’s Princeton Plan update.  As part of this process the City will establish a General Plan Advisory Committee (GPAC) to which Midcoast residents were invited to apply. 

HMB City Council’s 12/17/13 agenda includes appointment of the GPAC members per recommendation of the Applicant Review Subcommittee, Councilmembers Alifano and Patridge (staff report).

CCC Draft Sea-Level Rise Policy Guidance

90-day public review comment period ends 1/15/14. [extended to 2/14/14]

The California Coastal Commission document provides recommendations for local governments, applicants, and others on how to address sea-level rise in Local Coastal Programs and Coastal Development Permits. It explains the importance of using best available science on sea-level rise, avoiding hazards, and protecting coastal habitats and other Coastal Act resources for the future in light of sea-level rise.
