LAFCo - San Mateo Local Agency Formation Commission is an independent commission with jurisdiction over the boundaries of the 20 cities, 22 independent special districts, and many of the 33 active county-governed special districts serving San Mateo County.
Purposes of the MCC, from the Bylaws, includes: “To provide a vehicle for exploring the feasibility and merits of governmental organization alternatives, including but not limited to incorporation or annexation.”

2011 MCC requested an updated Midcoast Fiscal Study. County replied that traditionally unincorporated areas will establish a committee of local residents to raise funds to hire a consultant.

1998 Midcoast Fiscal Study for Incorporation/Annexation was discussed by MCC, FOG & P&Z Committees and at two Town Hall meetings. After low attendance at the Town Hall meetings, the issue faded away.
